Tokyo authorities charged Apple with paying $98 million for wholesale sales of iPhones and other Apple devices to foreign tourists. The reason: these sales were not subject to state tax.

Japan allows tourists staying less than six months to buy goods without paying a 10% "consumption" tax. However, wholesale purchases by foreigners for resale have attracted the attention of regulators.
