SIM Binding for OTT Apps: A Move Towards Safer Communication

As part of this novel requirement, applications like WhatsApp and Telegram must remain persistently linked to a user’s SIM card, providing an unbroken line of verification. A Long-Awaited Directive by Industry Leaders
The directive has been warmly welcomed by the Cellular Operators Association of India (COAI), representing major telcos such as Bharti Airtel, Reliance Jio, and Vodafone Idea. COAI’s director-general, SP Kochhar, expressed that such binding would substantially diminish fraudulent communications and financial frauds prevalent on these platforms.
Addressing the Challenge of Online Frauds
Before this mandate, the app-based communication services were only linked to a user’s SIM card during the initial verification phase. Once set up, they continued to operate even if the SIM was removed or replaced, granting ample room for deceitful activities. The new regulations require users to reauthenticate periodically, adding a layer of security that acts as a bulwark against fraud.
Enhancing Financial Transaction Security
COAI is advocating for further measures and has urged the DoT to coordinate with the Reserve Bank of India. The aim is to standardize SMS OTPs as the primary method of authentication for all financial transactions. This method remains the most secure and operator-verified channel available, offering unparalleled traceability.
